: On December 24, 1937, Han Fuju, then chairman of the Shandong Provincial Government and deputy commander of the Fifth War Zone, led tens of thousands of troops to abandon the danger and flee south in order to preserve their manpower. The Japanese army then crossed the Yellow River in two ways and occupied Jinan. On the 27th, the Shandong Provincial Committee held an emergency meeting in a Grate Store. According to the rapidly changing situation, the meeting decided to formally hold an uprising before the capture of Taicheng by the Japanese. On January 1, 1938, the people of Tai'an, Laiwu, Xintai and Sishui areas of Shandong Province, under the direct leadership of the Shandong Provincial Committee of the Communist Party of China, held an uprising pledge meeting at the Four Zen Monasteries of Feedback Mountain in Tai'an, Shandong Province, launching an armed uprising.
